BOP Regulation Changes

Under Discussion, NOW -   In November, 2008, the BOP’s CE Committee recommended two options for changes to the MCEP Program to the full Board of Psychology. (See Board meeting highlights at http://www.psychboard.ca.gov/about-us/meetings/nov08_highlights.shtml  for more information.)  No vote was taken at the November meeting. 

 

At the February, 2009 meeting the Board voted to accept a proposal (in concept) which will make substantial changes to the existing regulations.  These changes include:

·        eliminating the requirement for individual course review,

·        eliminating the MCEP Accrediting Agency

·        eliminating the 100% audit of licensee compliance.   

While the BOP staff have presented several revisions, more changes have been requested.  Unfortunately, the August meeting was cancelled so it is not known when the BOP's CE Committee will review the latest version.   When they do meet next, the Board of Psychology will either vote to have one more round of changes or to schedule a public hearing.   All Board of Psychology Meetings are open to the public. 

     

MCEP staff is working closely with the Board staff to integrate changes based on feedback from the Board’s CE Committee, and any feedback we receive from MCEP Providers and psychologists.  If you have comments or feedback, please send them to mcepaa@cpapsych.org or directly to the Board of Psychology.

 

To stay abreast of the outcome of this collaboration, please contact the Board of Psychology and request to be placed on their contact list to receive both the notices of upcoming meetings as well as the agenda packet.   The agenda packet will include the proposed MCE regulation language.   

 

BOP Regulation Changes for 2007


Effective January, 2007,  there was a change in the BOP's ethics and law requirement to allow more flexibility to psychologists in meeting the intent of the original requirement – to stay abreast of changes in law, regulation, ethical standards and standards of practice in their specialty area.  The new approach to the law and ethics requirement requires the use of professional judgment – it is not a prescribed, one size fits all formula.  The burden has always been on the professional to stay abreast of the changes – you now have the flexibility to select activities that are both useful and appropriate for your practice.    For details , click here Reminder -  this does not change the CE regulation that requires 36 hours of approved coursework to renew your license.  This only effects the ethics and law requirement.

BOP Regulation Changes for 2006


As of January 2006, the Board of Psychology recognizes and accepts continuing education courses that are:

·         approved by the MCEP Accrediting Agency (MCEP);

·         approved by the American Psychological Association (APA);

·         Continuing Medical Education (CME) courses specifically applicable and pertinent to the practice of psychology and that are accredited by the California Medical Association (CMA) or the Accreditation Council for Continuing Medical Education (ACCME); Note: AMA PRA Category 1 credits are ACCME approved.

·         sponsored by the Academies of the specialty boards of the American Board of Professional Psychology (ABPP).

Definition of a course:
Article 12, Section 1397.60 (c) of the Business and Professions Code states “A “course” or “presentation” means an approved systematic learning experience of at least one hour in length.  One hour shall consist of 60 minutes of actual instruction.  Courses or presentations less than one hour in duration shall not be approved.”


Effective December, 2006, psychologists may earn up to 75% (27 hours) of the required 36 hours of Continuing Education through Independent Learning (previously called distance learning).  This change in the regulations applies to anyone with a license expiration date of December 31, 2006 or later.  For details of the Independent (Distance) Learning proposal, click here.
